This report by Stephen Mandel is the last in a series from the new economics foundation’s Jubilee debt campaign and research programme. It summarizes an almost ten-year effort that was designed to stimulate progress towards a fair treatment of the sovereign debt crisis of some of the world’s poorest nations. With concern growing about the stability of the global financial system, and the end of an unprecedented period of low interest rates now in sight, a new approach which is comprehensive, systematic, transparent and above all, just, is needed more than ever. The report is grounded on Alexander Sack’s legal theory and proposes a framework for an international quasi-judicial process whereby the well defined acts of odious lending might be compensated.
